Carbon
Feedstock carbon that does not leave in the fuel is intended to stay in stable biochar. Counted once — either in the fuel score or as a removal credit, never both.

Forestry supply and aviation demand sit in one state. Closed or under-used mill sites are the preferred inheritance, not a greenfield.

Georgia
Georgia is the nation’s leading forestry state. Large wood customers have been closing. The world’s busiest airport has no dedicated low-carbon fuel supply of its own.
The intended move is to convert in-state waste wood into fuel for the demand next door — keeping value and jobs in Georgia rather than shipping fibre abroad as pellets.
Preferred siting is a shut-down or under-used mill: power, water, rail, chip yards and a trained workforce already exist. That is an inheritance, not a ruin.
